The Deputy Office Director of the office will serve as a key leader within the office, functioning as the primary support to the Director. This individual will play a pivotal role in the operational, strategic, and administrative execution of the office’s objectives. Based in our Africa office (Lomé), the Deputy Office Director will ensure the seamless alignment of regional activities with the organization's global strategy. They will support overseeing day-to-day operations, ensure compliance with laws and policies, and maintain positive relationships with clients, stakeholders, and partners. Additionally, they will support fundraising efforts, manage budgets, collaborate with other departments, and perform other duties assigned by the Director.
The Senior Implementation Specialist and Lead on Access to Climate Finance plays a critical role in supporting African countries in accessing climate finance and implementing their climate action strategies. They focus on enabling governments and regional stakeholders to develop, finance, and execute their climate strategies, contributing to national adaptation and mitigation efforts under the Paris Agreement, including through Nationally Determined Contributions (NDCs), Long-Term Strategies (LTS), and National Adaptation Plans (NAPs).
Your Responsibilities
Deputy Office Director general responsibilities
- Assist the Director in developing and implementing strategic plans for the office, ensuring alignment with the overall organizational goals and objectives.
- Ensure efficient day-to-day operations, maintaining excellence in service delivery.
- Support Director by providing oversight and leadership to staff, fostering a culture of high performance and continuous development.
- Support Director in upholding strict compliance with legal and policy requirements.
- Cultivate and strengthen relationships with funders, national stakeholders, and regional partners.
- Contribute to fundraising efforts, identifying and pursuing funding opportunities to support the operations of the office.
- Support Director through management of budgets, financial reports, and other administrative tasks as assigned to ensure financial sustainability of the office.
- Collaborate with heads of teams and regional offices to ensure effective coordination and integration of activities.
- Execute additional duties as delegated by the Director.
- Policy Development: Provide technical support to national governments in the development and execution of their Nationally Determined Contributions (NDCs), Long-Term Strategies (LTS), and National Adaptation Plans (NAPs), ensuring alignment with treaty obligations under the Paris Agreement, international best practices and climate finance requirements.
- Climate Finance Access and Strategy: Lead efforts to support countries in accessing international climate finance by developing concept notes, proposals, implementation plans, and finance strategies. This includes identifying and prioritizing projects, estimating costs, and developing financing mechanisms that align with national climate plans (NDCs, NAPs, LTS).
- Capacity Building: Facilitate capacity building in LDCs and African developing countries, by providing technical assistance and organizing workshops on climate finance access and implementation of climate strategies.
- Stakeholder Engagement: Facilitate consultations with national governments, regional organizations, financing entities, and multilateral partners to help counterparts advance policies and develop strategies and projects. Focus on building understanding and securing buy-in for successful implementation of climate action initiatives.
- Project Management: Act as a project lead for various initiatives, overseeing the development of work plans, managing teams, and ensuring the timely delivery of project outputs. This includes leading in-country missions and collaborating with internal and external partners to execute projects.
- Research and Knowledge Sharing: Lead research efforts related to climate finance, mitigation, and adaptation projects. Develop and disseminate lessons learned and best practices to ensure effective implementation across focus countries.
Strategic Planning and Implementation
Assist the Director to:
- Translate organizational objectives and content strategy into actionable strategies and plans for the office.
- Monitor and report on the progress of strategic initiatives to CA management.
- Assist the Director to implement proactive approach in funding mobilisation for project implementation
- Lead the technical proposal development in line with funders requirements
- Overweigh the project implementation by supporting the report to funders/donors
- Assist the Director in overseeing the administrative functions of the office to ensure efficiency, especially in absence of the Director.
- In collaboration with the Director, identify and execute new initiatives to enhance efficiency and effectiveness of office (e.g. identifying and tracking office performance metrics; managing peer-to-peer learning processes).
- Assist the Director to supervise team dynamics, promote professional growth, and conduct performance evaluations, especially in absence of the Director.

- Assist the Director to implement HR policies and address staffing needs.
Assist the Director to:
- Ensure adherence to federal, state and internal legal, financial, and operational regulations and policies.
- Stay updated on relevant changes in legislation that affect office operations.
- Represent the organization at regional events and forums.
Assist the Director by:
- Identifying potential donors and partners; preparing grant proposals and funding requests.
- Developing new concepts and initiatives for potential funding.
- Proactively engaging with potential donors to pitch funding ideas.
- Support collaboration of work with heads of content teams for cross-team initiatives.
- Coordinate with other offices to ensure consistency in organizational practices.
Content oversight and Leadership
- Provide content oversight for the office including (but not limited to) proposals, workplans and policy analysis methodology.
- Provide content leadership to the office by providing technical and organisational advice to team members.
- Provide strategic and technical advice to the Director.
- Manage special projects as assigned by the Director.
- Provide support in crisis management and contingency planning.
