National Consultant in Forest and Land use Gabon

Job description
We are currently seeking a National Consultant in Forestry and Land Use for a project in Gabon. The consultant will provide technical expertise and analytical support to the NDC 3.0 development process, focusing on the forestry and land use sector. He will contribute to the sectoral stakeholders’ consultation/engagement, data collection and analysis, GHG modeling to establish different scenario, identification, analysis and prioritization of mitigation and adaptation measures in the sectors, ensuring alignment with national development priorities and the Paris agreement. 

Key Responsibilities:

Under the guidance of the Project Lead,
  • Consider the recommendation from the NDC2.0 assessment relating to the Forestry and Land Use sector
  • Facilitate consultations with relevant ministries (forestry, environment, mining, urban and other sectors related to land use), national institutions and any relevant actors including private and CSO
  • Gather, review, and analyze sectoral data on emissions and removals from forestry, and land use (including forest area, biomass, and carbon stocks), deforestation and forest degradation rates, and related GHG emissions (e.g: C02 emissions from deforestation, removals from afforestation and reforestation)
  • Develop baseline (business-as-usual) for Forestry and Land Use up to 2035.
  • Identify, assess, and prioritize sectoral measures, and interventions for mitigation and adaptation including ongoing projects
  • Ensure alignment with national development plans, the LTS and sectoral policies and climate resilience strategies 
  • Quantify expected emission reductions and co-benefits of proposed measures and develop mitigation scenarios for Forestry and Land Use up to 2035
  • Contribute to estimate costs of proposed measures and identify financing needs and options including potential for carbon market or finance
  • Draft and provide technical inputs for the Forestry and Land Use sections of the NDC
  • Participate technical workshop and national validation workshop
Your profile
  • A master’s degree in forestry, climate science, environment and land use or a related field
  • At least 5 years of working experience in climate change, forestry, climate research, and policy analysis
  • Analytical skills and ability to work both with quantitative data (e.g. emissions data, accounting issues) and policy context 
  • Excellent understanding and experience in Nationally Determined Contributions 
  • High organization skills, being detail-oriented a motivated self-starter 
  • Experience with data analysis, research, GHG estimation tools (EXACT, LEAP and other relevant tools for the Forest and Land use Sectors)
  • Excellent French writing and verbal skills is required. Given to the position, English proficiency is an asset
  • Proficiency in data analysis tools and software 
  • Ability to work independently, high attention to detail and forward planning
