Background and objective of the assignment

Belize has finalized and submitted its third Nationally Determined Contribution (NDC 3.0) to the UNFCCC. With the target-setting phase complete, emphasis now shifts to coordinated implementation. To operationalize the NDC 3.0, ministries and agencies require timely data gathering, organized consultations, systematic document review, and effective stakeholder communication to ensure that actions are practical, sequenced, and institutionally owned.
Through the AMBITION and NDC-TEC projects, Climate Analytics (CA) is supporting the Government of Belize to develop and validate an NDC Implementation Plan. The national consultant will primarily provide coordination and facilitation support—including data collection and verification, document review and consolidation, organizing consultations and workshops, stakeholder outreach and follow-up, compilation of inputs, and version control—so technical content can be efficiently developed and finalized by CA and government counterparts.
The objective of this consultancy is to provide technical and logistical support to the NDC3.0 Implementation Plan process by working closely with national focal points to collect data, review documents, facilitate stakeholder engagement, and support the organization of consultations and workshops.

Scope of Work 

The Consultant will work under the guidance of the national focal points and the AMBITION Project team to deliver the following tasks:
  • Data Collection: Collaborate with the national focal points to collect relevant data and information needed for the implementation plan, including from ministries, government agencies, and other relevant national and regional sources.
  • Document Review: Review key national and international documents related to the NDC, climate change strategies, and action plans. Provide feedback and identify gaps or areas for improvement.
  • Facilitation of Ownership and Engagement: Support the national focal points in the NDC 3.0 implementation plan process to ensure it is owned and driven by national stakeholders, facilitating coordination between different sectors and ministries.
  • Organization of Consultations and Workshops: Support the planning, preparation, and organization of stakeholder consultations and workshops. This may include developing agendas, preparing materials, booking venues, and facilitating sessions.
  • Stakeholder Input and Review: Assist the national focal points in gathering feedback from stakeholders on key outputs, including drafts of the NDC implementation plan. Facilitate the review and incorporation of this feedback into final outputs.
  • Reporting and Coordination: Provide regular updates and reports on the progress of the work, coordinating with the national focal points and the CA Project team to ensure alignment with overall objectives.
  • Other Tasks: As identified by the national focal points and in alignment with the goals of the implementation planning process.
Deliverables

The Consultant will be responsible for the following deliverables:
  • Workshop/consultation reports including stakeholder lists, feedback and recommendations.
  • Data collection report and relevant datasets.
  • Document reviews with identified gaps and recommendations.
Your profile
  • A bachelor's degree in Natural Resource Management, Political Science, or Economics, Environmental Management, Natural Resource Management, Climate Change, Environmental Sciences, or related fields and five years of experience in climate change related fields.
  • A master’s degree in related fields mentioned above and three years of experience in in climate change related fields.
  • Proven experience in facilitating multi-stakeholder consultations and workshops.
  • Strong understanding of the national and regional climate policy landscape.
  • Excellent communication and coordination skills.

  • Location: This role should be based in Belize. 
  • Terms: Fixed-term of 2 ½ months
  • Invoicing: The consultant will invoice based on the number of days worked. Travel costs, per diems, and other expenses will not be covered under this contract and are expected to be managed independently by the consultant.
