About the Implementation Strategies Team
Climate Analytics Implementation Strategies Team is responding to the evolving needs of developing countries as it relates to the implementation of the Paris Agreement. We support countries in building capacity and increasing ambition to meet the temperature goal of the Paris Agreement, specifically through the development of nationally determined contributions (NDCs), development of long-term strategies (LTS), modeling GHG emission reductions, and other areas related to the implementation of mitigation and adaptation activities and accessing and implementing climate finance.
Job Description
We are currently seeking an Climate Finance NDC Implementation Specialist to join our international and diverse team. This work will contribute to our Implementation Strategies Team efforts to support developing countries in implementing the Paris Agreement. Specifically, this work will involve: helping countries with the development and implementation of Nationally determined Contributions (NDCs); development of Long-term Strategies (LTS) and supporting policies, strategies, and tools; development
of strategies, concepts and proposals for accessing financial resources to achieve their climate objectives; implementation of National Adaptation Plans (NAPs).
The ideal candidate will have experience engaging with countries in the delivery of technical assistance projects, ideally related to climate change action and/or finance. They will also understand the climate finance landscape, seen from a country access perspective, including what funders expect from developing countries’ requests for support for implementation of their climate plans. We are looking for an experienced professional who is ready to take ownership of projects and be responsible for their delivery, acting as project lead within a team, with limited management oversight.
As a project-based organisation, our team tends to work on range of priorities in many different areas. This involves a significant amount of learning on the job. Climate finance is envisioned to be the focus of this role, and experience in it is prioritised, but a successful addition to the team will be curious about other aspects of climate action and climate policy, and flexible in the work they do.
The position is based in Belin, Germany, where Climate Analytics Headquarters is based. However, we are open to candidates based elsewhere and working remotely.

Your Responsibilities

Supporting financing of climate action
- Provision of support for focus countries, regional and national organizations, agencies and governments and financing entities in accessing climate finance to implement climate change priorities
- Development of financing strategies and action plans that identify and prioritise pipelines of climate action
- Estimation of costs associated with mitigation and adaptation projects and scenarios based on best available local and international data and development of cost-benefit analyses
- Assessment of available potential financial resources, including through national budgets, international climate finance, and private sector investment, and development of recommendations for accessing them
- Development of appropriate financing approaches for climate actions,considering types of cost, revenue streams, and existing financing environments
Developing climate action pathways
- Emissions estimation, scenario analysis and development of projections for sectoral emissions using the Low Emission Analysis Platform model (and potentially other tools)
- Development of climate change mitigation and adaptation options and implementation plans and financing strategies based on NDCs, NAPs, LTS and other climate policy documents
- Quantification of co-benefits of mitigation measures, such as for employment, job quality, energy access and security, and for public health and agriculture
- Review of international climate negotiation decisions, particularly around international carbon markets
- Development of frameworks to support countries’ efforts to engage with international carbon markets in a manner that ensures environmental integrity, manages risks, and aligns with their climate and development objectives
Stakeholder and country engagement
- Participation in remote or in-country missions, including supporting the organization of stakeholder workshops, bilateral meetings and public consultations, mostly, but not limited to, the Caribbean
- Liaising with focus countries, regional and national organizations, agencies and governments and financing entities to identify priorities and opportunities for climate action implementation
- Mapping and engagement of stakeholders for climate change mitigation and adaptation projects
Other and general responsibilities
- Acting as project lead in ad hoc project teams, responsible for quality project execution and timely submission of deliverables
- Supporting broader activities of Climate Analytics in mitigation and adaptation implementation projects particularly in the Caribbean and support similar work undertaken in the other regions
- Providing input for management and reporting on projects, and dissemination of results including lesson learned and best practices
